Mobile Device Management (MDM) is the organization-level system used to configure and supervise devices. IT Admin is a general label for administrative authority applied through Android management features. They can appear together, but they describe different parts of the management relationship.

What MDM means on a Google Pixel

Why management can return after a factory reset
